The Cebu City Government is set to strictly enforce a "No Permit, No Caroling" policy as the Christmas season approaches. The policy, announced by the Cebu City Anti-Mendicancy Board, aims to regulate caroling activities throughout the city and ensure that they are conducted legally and responsibly.
Under the new directive, individuals or groups wishing to engage in "Daygon" (the Cebuano term for caroling) must first secure a permit from the Business Permit and Licensing Office (BPLO) at Cebu City Hall. Carolers who fail to obtain the required permit will face fines of P1,000, as stipulated in the city’s anti-mendicancy ordinance.
The policy also extends to those who give donations or gifts to carolers without verifying their legitimacy. Donors could also face penalties under the same ordinance.
Legitimate carolers who have secured the necessary permit will be allowed to perform at residential homes, offices, and commercial establishments. However, they must comply with specific rules and regulations that may vary for subdivisions and private estates. The local government is urging residents and business owners to be vigilant and ensure that carolers are properly permitted.
The city is also cracking down on mendicants—individuals who solicit alms through caroling in public areas, such as on public utility jeepneys, buses, or by approaching vehicles on the street. Such activities are strictly prohibited. According to Dr. Lucelle Mercado, head of the Anti-Mendicancy Board, individuals found violating this rule will be “rescued” and required to perform community service. This measure aims to reduce public disturbances and ensure the safety and orderliness of the Christmas season.
Cebu City Mayor Raymond Alvin Garcia has voiced his full support for the policy, emphasizing the need to balance the festive spirit of caroling with public safety and proper regulation. He urged the public to cooperate with the guidelines to ensure that everyone can enjoy the holiday season in a safe and orderly manner.
To avoid fines or penalties, residents are encouraged to verify the legitimacy of carolers and ensure that those who wish to perform are in compliance with the city’s permit requirements.
